And IMO, anyone who is sent to prison more than two times should be executed. I'd actually prefer more than once, but I'm willing to give a little ground to the bleeding hearts who defend such animals. It's been shown that over 75% of all crimes committed in this country are done by repeat offenders. My solution would eliminate that.
