Non Lethal Weapon used to kill woman in a wheelchair

A policewoman shocked a wheelchair bound woman 10 times before she died of cardiac arrest. I don't know about you, but the cop should be up on manslaughter charges.
Because she didn't know when to stop.

This story runs in tandem with the story above, when a non-lethal weapon is used beyond it's means and purposes and leaves the decison up to an unqualified, unstable individual with police <powers.>
