Proof
Look at it this way. Either the Iranian and Syrian governments are involved in the heavy support of fighters and terrorists in Lebanon, Iraq, and elsewhere--
Or their major security forces or factions of their government are doing this without the leadership's knowledge.
The latter seems inane to me, but even if it were true, I don't see either of these alternatives as a good thing.
