I've given many dissertations on intelligence over the years here, and elsewhere.
The human brain doesn't really "think" it simply reacts and pulls from past experience. The greater the experiences to pull from, the more diversity in the potential responses to any stimuli.
You don't "think" when you read this post - you react to it and compare the data, words and word images together and compare them with existing stored data.
There are very real disparities in human development, even when comparing certain races, and the genetic side is only the tip of the iceberg.
The genetic code is the byproduct of an energy body of countless stored waveforms. The vortical genetic code we call DNA is much like a switchboard between these quantized fields and cell action.
The bigger and more complex the field, the more sophisticated the DNA becomes, or one can say it becomes more "intelligent". Instincts are merely data processing reactions to input. The cell "learns" by experience.
Humanity has not yet peaked in its intelligence. Certain parts of humanity will evolve and other larger segments will devolve. I mentioned in another thread how time is really nonexistent and how folks from the "future" and "past" can all share the same present world.
Environment has nothing to do with potential and everything to do with "activated potential". There are millions of folks who have upwards of 50% of their potential lying inactive and dormant - merely because their environment has not stimulated their intellects and polarized the data within their physical consciousness. These same folks in a world which educates them and spurs them become intellectually vivacious. As it stands most are intellectually asleep and their vast potential remains unused.
Time is like a flux field. It's always an ever adjusting "now".
Someday, either here or on my blog, I'll really go into detail. As it stands these things always are confusing and because of their curtness, seem necessarily cryptic.
Watson surely believes all he says, but his perspective is marred by an incomplete understanding of exactly what the DNA string really is.
