My guess is that he's both right and wrong. I suspect Africans are not yet as good at many Western traits frequently called "intelligence". And I suspect Africans have many traits which are not measurable by Western standards but which certainly qualify as "intelligence" by what has been needed to live in Africa up until quite recently.

I think it's an apples and oranges sort of thing.

Two asides: The first is that I've known people, including a disproportionate numbers of folks with African ancestry, who had Ph. D. equivalents in using their bodies. These people have been good at all manner of things physically, seemingly without effort. Running, skiing, swimming, skydiving, martial arts, snowboarding, surfboarding, windboarding, they excelled at anything to which they put their bodies. If it was physical, they watched it and then did it. Without much fear, and a lot of well-deserved confidence. I used to sneer at them as dumb jocks, recognized I was afraid and envious, and now admire them, a lot.

And second, never one to pass up a cheap shot, it certainly was bad "intelligence" which led Bush and Cheney to go to war, and to go to war, and to set up the US for another war. Western, Caucasian "intelligence".
