It takes time to prepare the populace for war. And it's obvious when it's being done.
For example, remember all the stories about North Korea? About how the people are starving, how large the prison camps are, how few civil rights, how folks can be thrown into those pits on the mere whim of the Great Leader, how medical care is almost non-existent all because a mad dictator is spending all the money on nuclear bombs and rockets in order to attack not only Japan, but the Homeland itself?
A general condemnation of North Korea in the worst possible terms.
And now we don't read those stories. Even though if there were a legitimate basis for such information, it's still there. Even if there were some genuine concern for the poor North Korean the detente over nukes hasn't changed that.
It's called "preparing the population for war", or "beating the drums". And it's what's increasing now re Iran.
Takes time to whip everyone but the most jingoistic into that frenzy.
