but there would likely be as many conservatives or more who want to keep the poor poor because conservatives tend to want to keep the whole pot of gold for themselves and the more poor there are, the more there is in the pot for the well-off to wealthy.
That statement isn't true. The more poor there are, the less wealth there is. Wealth is generated as more people move up the economic ladder. More property is developed for homes and businesses. More money flows from higher wages into banks and into the economy from the increased purchasing power of people. The poor are far more useful as a political tool than as an economic one.
