Let's not confuse cause and effect.
Many, many places where there are no nuclear power plants are also drying up. They aren't mentioned in an article about nuclear power plant cooling problems because there aren't any nuclear power plants there.
There are also nuclear power plants in many places where there is no drought. If one quarter of the network is having drought problems, three-quarters are not.
