I would conclude that the government's best option is to build a fence around the current wildlife center and turn it into a prison, while building a new center next door. Saves a ton of money on ammo and lawsuits, not mention not risking law enforcement officers storming the building.
And all the while, laugh at the putzes squatting inside their own prison hoping for martyrdom, but getting martyr-dumb.
