The legalization and taxation of marijuana (not the harder drugs like cocaine and heroin) would be a big help (not only for reduced prision populations but for federal/state income as well). Alcohol and nicotine are legal drugs that are taxed, and they are the real cancer and scourge on our society - how many people die each year becuase of these two legal drugs (and only after you kill someone or get 3 or 4 DUI's do you go to jail, yet growing a couple of plants will send you to prision).

I've seen more stupid human behavior because of alcohol consumption than from anything else.
