Even though frame dragging is too weak to account directly for the anomaly, it is still not clear of suspicion for having some indirect role in the flyby anomaly. The greatest anomaly occured with NEAR which had the closest approach to Earth of around 530 Km altitude. One must remember that although it is a weak 5th order effect, it does not behave as an inverse linear or inverse squared force, but inverse cubed. So the effect, while always small, can grow quite large quite quickly compared to its asymptotic value as one nears the rotating mass. In making a gavity assist, spacecraft will cross some of these dipole lines much as an electron can cross magnetic field lines outlined by iron fillings.
If there is a role for classical GR frame dragging in connection with the much stronger quasi-gravitomagnetism associated with the superconductor experiments, it could be related to the dw/dt needed to make quantum version work. Without the cranking, there is no seemingly apparent gavitational Faraday effect. It appears to depend linearly upon the amount of dw/dt. In sorting out the proper modified Jacobi "constant" to use, one may have to consider not only the depth into the frame-dragging well, but also the angle of approach and exit to ascertain the total dw/dt acquired frome space-time itelf quite independent of any dw/dt present in the craft while traversing the frame dragging well. If the craft can see any London Moment anywhere, while in this momentarily strong well, it can suffer the quantum quasi-gravitomagnetic effect which is some 30 orders greater than the classical version. As the craft leaves the well, the classical value contributing to the space-time dw/dt falls off as the cube of the distance and effectively cuts off the effect. In comparing the flyby anomaly to the Pioneer anomaly as is wished by Anderson, one has to account first for the very short period for deltaV in the flyby as compared to the decades long acceleration over 50+ AU of the Pioneers. Also one needs to remember that the apparent acceleration of the flyby anomaly then appears to be 6 orders stronger than the Pioneer anomaly. To draw the anomalies into coincidence with each other in spite of these differences might actually be possible if the craft's speed has a bearing in evaluating the total space-time dw/dt contribution from the frame dragging well and the London Moment is involved as well.
Kudos to Campbell for continuing to "kick some tires" until a pattern finally emerged from the available data. He probabaly knows how Milgrom felt back in 1983 when he discovered the empirical MOND formula.
As regards the testing, it was of course unfortunate to learn in advance of the second Rosetta flyby that because of the close approach there would be no telemetry data recorded. To monitor future flybys, perhaps future craft will have an onboard memory buffer to save telemetry data during a flyby to nail down just when the deltaV is acquired. Assuming the formula correctly predicts the recent Rosetta flyby of around 1 mm deltaV of anomaly, one may wonder , assuming there is any relation to London Moments, if the anomaly was associated with any earthbound superconsuctors that had a London Moment employed serendipitoulsy while the craft were making the gravity assist or whether the London Moment generated elswhere, say Jupiter or Saturn or some ephemeral solar condition.
It has been mentioned by Iorio that the MGS duiring its 5 year mission around Mars has drifted around 1.6 meters which is within 6 percent of the prediction of frame dragging given by GR. Mars is not known to have any local superconductors with an induced London Moment upon its surface while it may still have frame-dragging. The same Rosetta also made a flyby of Mars before the recent second assist from Earth. The new empirical equation should also make a prediction for how much flyby anomaly DeltaV was picked up by Rosetta during the Martian flyby assuming the telemetry values are known. If the new emprical equation fails to give what is expected, this may implicate earthbound superconductors. If the correct amount of anomaly DeltaV is present as predicted, then either a planetary London Moment is indicated or possibly there is no role for the quantum effect in either anomaly, the flyby or the Pioneer.
