Tri-Met has a portal-to-portal bus service for the handicapped and infirm which is, I believe, free. If not free the cost is minimal and not related to the cost of providing the service. They handle wheelchairs as well as walk-ons. And I know in areas where there isn't bus service Tri-Met pays for cabs.

You are correct regarding the effect of light rail right now. However, at the rate it's going in 5 years light rail will be seen as genius. I believe, anyway, which doesn't make it necessarily true. But that's where I'd put my money.
