The "high quality" category consists of those who are both in AFQT categories I through IIIA AND are high school graduates.
If you look at this chart, it will tell you the actual high school graduation percentages. If you look at this one, it will tell you the AFQT numbers.
The high school graduation chart includes civilian numbers for comparison. For 2006, the civilian number is 80.7 percent. The Army number is 73.22 percent. All the other services including the Marines are much higher than the civilian number, bringing the DoD average to 87.03 percent.
