They are already many countries like that, the wealthy live sheltered lives, protected by expensive physical security and corrupt and brutal police and courts, while the rest of the population is victimized by street and organized crime, and then blamed for it. Mexico is becoming that way, parts of it have been that way for years. Many third world countries are like that. Iraq is like that. Some of our cities are like that. Like food in time of famine, security can be rationed to preserve it for those who can best afford it.
