...he was poking fun at at some liberal do-gooder charity that was trying to raise money to buy pushcarts for the homeless. Most homeless folks own more property than they can carry, so they usually steal a shopping cart so they can load it up with their gear and wheel it around town. Very often, they simply don't have a place where they can leave their belongings without someone stealing them, or throwing them away.
Supermarkets, pissed off at their ever-disappearing shopping carts, started equipping them with electronically-equipped wheel locks that would freeze up if the cart was removed from the store parking lot. The charity was trying to buy carts so the homeless would be able to move their stuff without having to steal a cart.
Rush thought this was really funny, a real hoot, and evidence of how pathetic and ridiculous bleeding heart liberals were.
