It's gibberish written by a chemist.

You can't use chemical jargon to explain this process because the process violates the principles of chemistry. If this works at all, it is because it is taking advantage of something totally new we don't know about yet.

The creation of water using hydrogen and oxygen works in one direction only beause it is about combustion, probably the best understood chemical reaction. When fuel burns, it give off energy. When you make
fuel, you have to add energy. You don't get something for nothing. You don't break down water with a chemical reaction, you break it down by adding back the energy you released when the water was first created. All this talk of catalysts and hydrides and membranes is Scotty's dilithium crystals all over again.

This car violates physical law, and if physical law is wrong, then you're not allowed to use the language of physical law to explain it.
