Bringing back the 55mph limit might not be a bad idea.

Americans are more productive at 65/75mph but now with prices on the front side of $5/gallon, a drop in productivity due to time loss might be partially offset in fuel savings.

With people watching their gas mileage as closely as they do now, I bet voluntary compliance would be up. It would be a 'flip of the switch' adjustment to demand.
