All NASA administrators have simply followed orders...from the President from the Congress from the People...

Space/Science » in reply to Is Griffin the worst NASA Administrator to ever hold the job?

If enough American People want something...they get Congress
to agree to it and pay for it....who often get the President to sign on...the President then
orders whatever agency is responsible to carry it out with whatever money
the Congress coughs up.

So?...Whose at fault?
100 Senators?
One President?
300 million people?
