If I was asked what I thought was the most significant Bush doctrine I would say it's the idea that ALL nations of the world are "ready" for democracy; that all people want democracy; and that all people desire liberty.
For instance, the excuse that was given by some that Iraq was not "yet" ready for democracy has turned out to be false.
And in addition, it's not *just* that having more democracies in the world would be a "good idea", but that doing this strengthens our national security- therefore, it's a highest priority for the federal govt [whether the State Dept can fully comprehend the idea and then implement it is a different problem].
