Cooperation from Pakistan is what we need
The point that McCain was making was that whether or not we conduct air strikes or hot pursuit is not the issue. The issue is making that a plank in your platform is no way to get any kind of cooperation out of Pakistan.
Whether we have already done it or plan to do it, things like that are done quietly. Boasting that you are going to violate another country's territory is bad diplomacy.
