Vanguard Group is a collection of over 100 different mutual funds, each consisting of holdings in many different kinds of companies or other types of investments.

At some point on these lower levels, GEO Group stock eventually shows up as part of long lists of other companies. Here's a typical fund as an example.

Vanguard handles about a trillion dollars in investments, owned by institutions and people all over America, probably including Cheney. GEO is lost in the noise.

The indictment itself is a scattershot attack by Guerra at many different targets, and is, to put it bluntly, sheer lunacy.
