LOC record
Here.
Library of Congress books and other items are loanable, but not to individuals, and depending on the status of the item. Rare or fragile items are only lent under the most tightly controlled circumstances. Usually, a person can request that their local public library request an item from LOC and it will be loaned to the library itself. The individual interested in it may come in to the library and use the item onsite only.
Local libraries, who would be responsible for the safety of the item and its return to LOC, have varying policies about the practice, based on their willingness and ability to assume that risk.
