Hopefully in another ten years, China, India, and possibly other countries will be technologically and economically ready to contribute to a Saturn system mission, and then we can fast-track that mission.
Where's Japan in all this, anyway? I suppose the problem is each space agency wants to use its own launchers, a guaranteed way to stifle cooperation.
