I just wrote another post in CE where I said what needed to happen. Hard, fast, police action strike aimed at the major terrorist camps and leaders with containment to keep them from escaping. During that period it's my understanding that we had the good will of the people there that were brutally oppressed by the Taliban.
It had to be fast in and fast out though. Our soldiers just do not fit the Muslim culture. The longer they stayed the more resentment we created. We're way past that point now. I don't know any easy answers. There's as many problems in leaving as there are in staying. The good will is mostly gone and I'm not sure it will ever recover.
Maybe we should think outside the box and give Afghanistan to Iran. Might be the best way to keep them from exporting problems. They'd be so bogged down trying to keep that place from blowing up they'd have no resources left for their evil crap.
