Every Organization Has a Maximum Sustainable Rate of Loss.
If we manage to kill them consistently faster then they are recruited, the organization will collapse. Leaders can be replaced, but only at a certain rate. If we kill them faster than they can assume power and control, then the organization will disintegrate. This involves not some one-shot finding and killing of leaders, but a long-term effort to seek, locate, and kill terrorist leaders wherever they may be. The only way that this effort can succeed is intelligence. On the positive side, if we CAN establish an effective and long-lived intelligence network in Pakistan, etc, then we CAN destroy Al Qaeda & Taliban completely.
