It sets clear objectives, and timelines for reviewing policy effectiveness. The effort in Afghanistan has been hampered by insufficient resources and ignoring the safe havens in Pakistan. This new policy addresses both issues. It looks to me like the best anyone could do with this mess so far.

Somewhere Donald Rumsfeld is saying "The policy is working. We don't need any more troops."
