I cannot find the reference, and I have gotten rid of the book, think it might have been "Hubris - The Inside Story of Spin, Scandal, and the Selling of the Iraq War", by Michael Isikoff and David Corn. In any event, the book outlined the "briefings" given by Bush & Co.

Some members of Congress were given very short notice of what were described as important briefings. They were not allowed to bring staffers nor were they allowed to take notes. After being sworn to secrecy they were given minimal information in the broadest possible terms. End of "briefing".

Only later did they realize they'd been had, that now Bush could claim they were "briefed" as required by law and they had no effective defense against it.

I don't know if it's true or not, except that's what we see playing out.
