Which was Obama's goal at the beginning. He badly needs cover for his failures next year, and has to come up with some way to get Republicans to sign on to some Democratic plan. The flaw in this is that a Democratic plan has to be developed first, and the last thing they want is specifics.
Remember the 2012 Obama budget. Don't keep erasing that from your thinking.
