Any government backing, guarantee, underwriting, or bailout that encourages financial institutions to take risks they would never take otherwise does this. This includes issuing mortgages, making risky investments, or other things. The savings and loan crisis years ago happened because the banks were "deregulated," but still protected from failure by Federal insurance mechanisms.
A business that is told they will not be allowed to fail or collapse will behave like a business that believes it cannot fail or collapse. This rarely results in good business practices.
What the article I linked to shows is that nobody has learned one damn thing. The financial groups that got their asses saved by the government are behaving like the crisis never happened. No pain, no learning.
