This gets into philosophy, but there are legitimate reasons for laws and illegitimate ones. Ideally, laws are to prevent your swinging fist from hitting someone's nose, and the rest is your business. They should be few, and simple.
The totalitarian wants to extend laws to cover every aspect of our existence - create a legal environment so that all things are either outlawed, or specifically permitted by the State.
The "global warming" concept is a gift from heaven for these people, since it can be used to place every possible human activity into the "fist in the nose" category, thus justifying totalitarian controls.
The "progressives" have gone far past the original "polluting capitalists" of the early days, past soot and poisons, and have succeeded in criminalizing the very process of pure combustion itself, rendering almost all of industrial civilization guilty until proven innocent.
It's always been about the power. This is why solutions for issues like health care, climate, and others that do not involve more power and loot for centralized authority are immediately discarded as "unworkable."
That you see no problem in the level of human control implied in the article says a lot.
