The science of aerodynamics is filled with many mysteries. What works at one speed for less resistance may cause more resistance at another speed. The golf ball and the car only travel so fast, for jets and spacecraft dimples may increase turbulence at a certain point. Each design has to undergo rigorous testing to come up with a safe, workable design in a range of speeds. Maybe dimples will work - maybe not. ;-)
