I guess some could say that the right amounts of the two depend on when and where the people are. Things do change as history progresses.
However, I'm guessing what people want to know is what system will most easily allow that change. Ergo, this becomes less of a economic problem and more of a political one. Which system adapts the most easily while remaining constant enough to still be classified as a single government instead of several transitioning ones?
