One way to look at it....
I'm not exactly sure what Tom meant but you could equate expenditures with demand and government "contributions" to the public as a reduction in price.
The problem is, at a lower price people want more healthcare and the industry will supply more but at a higher cost.
It's an upward spiral as long as the government keeps picking up more of the tab.
