Do you really think we can lay much blame at the feet of any one individual, especially one who's influence is so recent?
I remember talking to a teacher not too long before 911, when the country was still thinking of other things. We discussed "No Child Left Behind," and although he wasn't wildly enthusiastic, he also didn't condemn it outright. In the end, he thought it would probably make little difference. (It occured to me later that the changes *he* argued for might have been called "No Teacher Left Behind.")
