I know damn well what the Democratic leaders are trying to get, and most of the proponents, including Obama have said so in speeches to smaller and more sympathetic audiences.
Right now they're trying to get a wedge in the door, and make a start at the absorption/destruction of the private insurance system, since they can't get anything else at this point.
