Very low-cost CATS system - more info?

Hello, I came across an interesting proposal recently for a very low-cost launch system for consumables and other low-value cargo. The concept is design and build rockets so basic that as many as 1 in 3 fail on launch. As the payload is worth little, its loss can be easily compensated by a second launch so a high failure rate can be tolerated. Enormous savings can be made from the mass production and assembly of greatly simplified components and systems. Does anyone know what this proposal is called and could they provide a link?
