I've done a lot of work in low-cost space transportation. I have studied, and worked on, very simple concepts. Pressure-fed rockets, for example, range from the little Percheron I helped design, to Bob Truax's gigantic SeaDragon.
But nobody I know of ever designed one with the idea of accepting a failure rate that high.
