A simple design or 1 in 3 failures isn't the goal, low cost is.
That's what I get from it. The failure rate probably wouldn't be that high in reality, but if it was, it wouldn't be unexpected or unacceptable. (Good link about Dolphin. Didn't know private companies tried to develop this and other low-cost LVs in the 80s.)
