You've hit the nail on the head. We need to massively decentralize government. If you continue the metaphor the article starts out with, correcting bad computer code, one key solution is to make sure one computer code doesn't have complete control of too many important things.
One step at fixing the Constitutional "source code" might be to repeal the Seventeenth Amendment.
I can think of no practical way to have any legislative body of 10,000 people to work effectively. Hell, where would you put them?
