And it could work. Unfortunately, we all live in the real world and know it'll never happen. Who's going to let loose of their power? No politician I know of. About the only way it could be done would be a grassroots movement to amend the Constitution itself to supersede the House Rule limiting the membership to 435.
Actually, on the face of it, isn't that House Rule Unconstitutional since the Constitution sets the representation levels?
