The House tries to repeal, the Senate will filibuster. If it somehow made it to Obama's desk it would be vetoed. If they vote to try to defund specific provisions, Obama can fund them with an executive order. The GOP will lie how that is unconstitutional, and the Dems will point out that Bush issued 291 executive orders.

The only reason the GOP will try to repeal something they know they can't is it will take up space and make them look like they are working on something so they don't have to tackle the deficit.

Incidentally, according to the CBO, if they did repeal the healthcare "spending" bill, it would ADD $190B to the 2011 deficit.
