I would suggest that trading cards would work better.

Each pack would be required to contain a trading card, and smokers would be encouraged to get complete sets of various types of cards and to participate in a great game.
There would be several types of cards:
Celebrity cards showing pictures of famous persons who died from smoking such as Babe Ruth and Sammy David Junior. They would be divided into groups such as sports figures, entertainers, politicians, etc. Each card would show a before and after picture, the first showing the celebrity lighting up, and the second laying on his/her deathbed. Collecting a complete set of any group would entitle the smoker to a free bus trip to his nearest cemetery, including picnic lunch and a carton of smokes.
Diagnosis cards showing pictures of lungs, and other organs affected by smoking. There would be, say 100 different diagnosis cards on each organ. When a smoker has collected, either by purchase or by trading with other smokers, a complete set for each organ, he would be entitled to a 10% cut in medical expenses for his treatment of that organ.
Finally, there would be funeral cards. The cards would cover different kinds of funeral supplies, showing beautiful hand-rubbed and polished coffins. A complete set would guarantee the smoker of a 25% cost reduction at his funeral from participating funeral directors.
It would be a grand game, sure to work up interest in smoking and to help remove the smokers from the population.
