Maybe I'm really wrong here but while working out at the gym, I saw the Belgian PM interviewed on CNN by Wolf Blitzer and he seemed impressive, forthright, articulate and committed to wage war on terrorism. Said he'd asked Bush the 2nd what his govt specifically could do. Mentioned willingness to use Belgian TROOPS. That's a biggie to me.

Look, expect some cultural dichotomies like cap punishment to still arise. Judge them by the totality of their actions. If they're kicking terrorist ass like the PM says, who cares if they don't send a couple of them to us? We'll "get" plenty of them ourselves. It's a target rich environment.
