Heat Disperses It Doesn't Teleport To The Upper Atmosphere
One fast moving particle will impact many slower moving particles on it's way to the upper atmosphere heating them up by imparting kinetic energy and slowing down in turn. It won't take very long to slow down to the ambient level. Even light takes millions of years to reach the sun's surface by a similar mechanism of absorption and re-emission.
