Read the whole story. It's a bureaucratic snafu between our military and international authorities. To inspect the facility, we would have to break seals placed there by the IAEA.
I would imagine that this is being sorted out between all the concerned parties even as we speak, and the facility is currently secured.
In any case, anyone unsophisticated who snuck in through a fence and raided the place for cesium and other such high-radioactivity materials is probably lying dead in the desert somewhere.
I would really recommend the "Death To Bush" crowd move on to economic issues.
