C'mon, Bowz. Libya could afford to be generous to its victims. The country is awash in oil money.
Castro gave his people excellent health care and education, but he wrecked the economy by his inflexible insistence on "socialist principle" unleavened by common sense, and he had to institute a brutal police state and widespread patronage to keep himself in power. Only the Party lives well in Cuba, and only the corrupt survive at all. It is a land of gangsters, black marketeers, informers, bribery, extortion, and career advancement by extortion and denunciation.
Now Cuba has a reputation among Canadian and European businessmen and tourists as having the healthiest and most articulate hookers in the world--because they can't get a job earning foreign currency anywhere else but on their backs.
