However, as your original rant was jurisdictional, I concentrated on that aspect of the Convention. As I read it, there is still nothing in this painfully compromised but better-than-nothing document that implies, as you have inferred, that "[a] parent’s intervention supersedes local laws -- but will fail against a U.N. mandate."
I will, however, take my own adice and yours, and read it again.
