After Iraq was ejected from Kuwait, any further attacks on Iraq would have exceeded the limits of the U.N. resolution. The decision to stop the war was not entirely up to the U.S. if one takes the view of those who think "consensus" means everything.
And there's that "chickenhawk" again, a term oddly missing from public discourse during the Clinton troops deployments.
