Actually, most of the things you recommend on terrorism here are being done right now, and with a lot of international cooperation. The financial and policework aspects of the War on Terrorism have been quite successful, but it doesn't make for very exciting headlines, except when a terrorist attempt is thwarted by cops in Europe or the U.S. or something. Freezing bank accounts doesn't make for good headlines.

As for the U.N., the organization is going to have to shed a lot of the corruption and moral baggage it's carrying before free nations will give up some of their sovereignty to it.

On the other hand, it has a lot of potential in the international aid field, including assistance programs, health programs, and other such things. Corruption has to be watched for in this as well.
