I also wondered what this means.
Sanctions:
The sanctions were meaningless. While much of the world cried that the sanctions were killing Iraqi babies, oil for food dollars were diverted to palaces, weapons, whatever.
+Inspections:
I would admit that I might have been willing to let inspections cycle through spring and summer just to gain more consensus. I have no illusions that this would have worked but I doubt the additional 6 months would have been a disaster from a military perspective. There may have been political and economic factors involved that made the additional time a problem.
+Force:
Force? How did you mean for this to be applied in the 4-5 year period?
